Upright meaning

A weary figure leans on his staff behind a palisade, still standing. The Nine of Wands is endurance with a scar or two: you have absorbed shocks and kept the line, and whatever comes, you are closer to ready than you feel. Expect to be tested once more near the finish. Guard your energy like the limited resource it is, say no to new fronts, and let the fence do its work; boundaries are not belligerence. Ask honestly for the backup you have earned. You do not have to win today, only remain standing, and you have practice at that.

Reversed meaning

Reversed, the defenses cost more than they protect. Vigilance curdles into dread, every knock a siege, every stranger an opponent; burnout is doing the night watch. Or the wall stands against the wrong threat, defended long after the war moved elsewhere. Waite's keywords, obstacles, adversity, delay, deserve respect: sometimes the honest reading is one more setback in a season of them. If so, rest deliberately; a depleted defender defends nothing. Notice, too, the flinch built from old hits, the fear of trying again. Not every hand raised at the fence is coming for you. Some offer to take the watch.

Classical excerpt — The Pictorial Key to the Tarot (1911), Part III §2
Divinatory Meanings: The card signifies strength in opposition. If attacked, the person will meet an onslaught boldly; and his build shews that he may prove a formidable antagonist. With this main significance there are all its possible adjuncts—delay, suspension, adjournment. Reversed: Obstacles, adversity, calamity.
