Nine in the Fifth Place dwells in the honorable position of the world, gathering the multitudes of the world and presiding over them as ruler; it ought to rectify its position and cultivate its virtue.
Dwelling in the honorable position with firm yang is commensurate with its position, meaning it possesses its position; attaining the way of centrality and correctness, it is free from error and blame.
If, being like this, there are still those who do not trust and have not submitted, it should reflect upon itself to cultivate its virtue of supreme, everlasting steadfastness; then there is none who will not submit in their thoughts, and regret will vanish.
"Supreme, everlasting steadfastness" is the virtue of the ruler, to which the people flock. Therefore, the way of Holding Together with the world and the way of Gathering Together with the world both reside in these three things.
When a king already has his position and also his virtue, being central, correct, and free from error, yet there are still those in the world who do not trust, submit, and attach themselves, it is because his way is not yet broad and radiant—the way of supreme, everlasting steadfastness has not reached them.
It lies in cultivating virtue to attract them.
Just as when the Miao people rebelled against his orders, the Emperor Shun widely spread civil virtue; it was not that Shun's virtue was imperfect, but that there were differences of distance and clarity, and thus their submission came sooner or later.
Since there are those who have not yet submitted, one ought to cultivate virtue. What is called virtue is the way of supreme, everlasting steadfastness.
Yuan (元) means head and elder: as the ruler's virtue rises above all things and presides over all living beings, it carries the meaning of supreme greatness and the meaning of governing and unifying.
Furthermore, if it is enduring, perpetual, steadfast, and firm, it communicates with the spiritual and bright, radiating across the four seas, and none will not submit in thought. Then there will be no lack of trust, and its regret will vanish.
What is called regret is that its aspiration is not yet radiant and its heart is not yet satisfied.
