Nine in the Third Place, being firm and yang, is the top of the lower trigram, and also dwells at the summit of Li without attaining the center; it is rashly impetuous in revolution. Being below and yet hasty in revolution, to act on this brings misfortune.
Yet dwelling at the top of the lower, if an affair truly warrants reform, how could one not act? The key lies in holding to correctness while harboring a sense of danger and awe, complying with public opinion; then one may carry it out without doubt.
'Words of revolution' refers to arguments for reform. 'Jiu' means to complete, to agree. Thoroughly examining the words for reform until they have been agreed upon three times, they become worthy of trust. This speaks of the utmost caution.
If one can be like this, one will surely attain what is supremely fitting, and then there will be sincerity: one is trusted by oneself and trusted by the multitude. In this manner, one may carry out the revolution.
In the time of Revolution, dwelling at the top of the lower trigram, when an affair warrants reform, if one fears and shrinks from acting, one misses the time and causes harm.
One must simply be cautious to the utmost, not relying solely on one's own firmness and clarity, but carefully consulting public opinion until it has agreed three times; reforming only thereafter, one will make no error.
