Classical commentary

Zhouyi BenyiLine statement

Firm brightness reaching far, its awe strikes like thunder yet punishments are not indiscriminate; this is the way of having no blame. Hence the image and divination are such.

Yichuan YizhuanLine statement

The top line, dwelling above with a yang line at the culmination of Li, represents the extremity of firm brightness. Being bright, it can illuminate; being firm, it can decide.

Being able to illuminate suffices to discern evil; being able to decide suffices to execute awesome punishments. Therefore, the king ought to employ such firm brightness to distinguish the evils under Heaven and launch military expeditions, thereby achieving praiseworthy merit.

Military expeditions are the greatest use of punishments. When brightness reaches its extreme, nothing subtle remains unilluminated; when determination reaches its extreme, there is no leniency. If not regulated by the center, it harms by over-rigorous scrutiny.

In eliminating the world's evils, if one pursues every minor complication, entanglement, and unintentional fault, how could executions ever end? The harm and devastation would also be excessive.

Therefore, one should only sever the heads of the ringleaders; if those captured are not their common followers, there will be no blame of cruelty. The Book of Documents states: 'Annihilate their chief leaders, and do not punish those coerced into following.'

Yichuan YizhuanSmall Image

The king employs the virtue of Nine at the Top—shining brightly and deciding firmly—to inspect and eliminate evils throughout the world, thereby bringing order and governance to his state. This is the Dao of dwelling above with firm brightness.

Zhouyi ZhuLine statement

'Li' means clinging; each attaining peace in that to which it clings is called Li.

Dwelling at the culmination of Li, the Dao of Li is already accomplished; then eliminating those not of the kind to remove harm from the people is the time when 'the king employs it in setting forth on an expedition.'

Therefore, only when 'there is praise in severing the heads; the captives are not their followers' can one attain 'no blame.'

Zhouyi ZhengyiLine statement

Correct Meaning: 'The king employs it in setting forth on an expedition': dwelling at the culmination of Li, the Dao of Li is already accomplished, and all things attach closely; one ought to eliminate those who are not of the kind to remove harm from the people, hence 'the king employs it in setting forth on an expedition.'

'There is praise in severing the heads; the captives are not their followers': setting forth to punish criminals, the mission will surely succeed, hence there is praiseworthy achievement.

Severing the heads of the culprits and taking captives who are not their common followers, one attains 'no blame.' If one did not launch an expedition to eliminate harm, dwelling in the ultimate position would bring blame.
